Downtown Economic Development
The Downtown Economic Development Department administers the City's Main Street Program and promotes downtown revitalization through retail and small commercial development programs, grants, and incentives. The department also organizes local events and promotes downtown businesses.

The Building Upgrades and Improvements for Lenoir Downtown (BUILD) Program was created to provide matching grants to encourage improvements and/or upgrades to the interior and exterior of downtown buildings to make them more attractive for new, existing, and expanding businesses.

City Council adopted a new Downtown Lenoir Master Plan in February 2024. The Plan establishes goals for redevelopment and improvements in Downtown Lenoir and The Campus at the Historic Lenoir High School during the next 10 years.
The Social District is an area in Downtown Lenoir where people can walk with open, to-go containers of alcoholic beverages.
The mission of the Lenoir Business Advisory Board is to work with all stakeholders, including property owners, business owners, elected officials, and city staff, to improve the appearance and the economic development of all business districts located within the corporate limits of the City of Lenoir.
The City of Lenoir Main Street program aims to implement the Main Street Four-Point Approach, a comprehensive revitalization process designed to improve all aspects of a downtown, producing both intangible and tangible benefits.
The Special Downtown Tax District covers about 20 blocks in Downtown Lenoir and is overseen by Downtown Economic Department.
